Part of Pillar II · Debate
01

Confidence

Stand up, take the floor and speak with composure, whoever is listening.

  • Voice, pace and presence
  • Speaking from notes, not a script
  • Holding the floor under interruption
02

Persuasive communication

Build an argument the House can follow, and make it land.

  • Structuring a speech
  • Reasoning and evidence
  • Clear, parliamentary language
03

Critical thinking

Weigh arguments on national issues and answer the other side fairly.

  • Testing a claim
  • Finding the strongest objection
  • Rebuttal with respect

Anatomy of a Speech

Five moves of a parliamentary speech

Madam Speaker, I rise in support of the motion.1 Civic education should be taught in every secondary school in Pakistan.2 A citizen who understands how laws are made is far better placed to take part in making them, and to hold to account those who do.3 The honourable member opposite says the syllabus is already full. Yet if we can find room to teach how a cell divides, we can find room to teach how a bill becomes law.4 I urge the House to support this motion.5

Address the Chair

In Parliament, members speak through the Chair, never directly to one another. Opening this way sets a formal, respectful tone.

The Practice Podium

The floor is yours

Draw a motion, start the clock and speak for one minute. Use the five moves above.

The motion before the House

“This House believes that civic education should be taught in every secondary school.”

  • 1Address the Chair
  • 2State your position early
  • 3Give two clear reasons
  • 4Answer one objection
  • 5Close with a call to action
